In Windows 7, you can press F8 before seeing the Windows logo during a reboot to enter Advanced Boot Options and choose Repair Your Computer to enter the System Recovery Options window. Then, click Startup Repair to start a fix.

Or you can prepare an ISO file of Windows 10/8/7, burn it to a USB drive and boot the PC from that drive. Then, click Repair your computer to enter WinRE for a startup repair.

2. Update BOOTMGR Manually

Updating BOOTMGR to replace the compressed file with the correct one can be a good solution to fix the issue of BOOTMGR is compressed. This also required you to boot the PC to WinRE, just follow the instructions in method 1.

Step 1: Open Command Prompt from the recovery mode in Windows 10/8/7.

Step 2: Type in bcdboot C:\Windows /s D:\ and press Enter to execute this command. C means a system drive and D is an active boot partition. Replace them with the ones based on your situation.

3. Rebuild Boot Configuration Data (BCD) File

When getting the compressed BOOTMGR error, you can also try to rebuild the BCD file since the corruption can lead to an unsuccessful boot with the issue.

Step 1: Launch Command Prompt in WinRE.

Step 2: Execute these commands in the CMD window:

bootrec /fixmbr

bootrec /fixboot

bootrec /rebuildbcd

4. Uncheck Compress This Drive

Sometimes a compressed hard drive can lead to “BOOTMGR is compressed press Ctrl+Alt+Del to restart” when booting Windows 10/8/7. You should uncompress it by following the instructions below.

Step 1: Open Command Prompt.

Step 2: Type a command to access Safe Mode:

Safe Mode: bcdedit /set {default} safeboot minimal

Step 3: Open Windows Explorer, right-click on C, and choose Properties.
